The short answer: most states do not require a trade license to pressure wash or soft wash. What essentially every state does require: a registered business entity, a sales tax permit (if the state taxes services), and $1M general liability insurance. A few states layer on contractor or occupational licenses. Roof washing has the most variation.
What you almost certainly need everywhere
- Registered business entity. LLC is the standard for single-owner operations. Sole proprietorship works but offers no liability shield.
- EIN. Free from the IRS, takes 10 minutes.
- State sales tax permit. Required if your state taxes services (varies wildly — most states tax some services).
- $1M general liability insurance. The universal floor for residential. $40-$80/month for a single-truck operation.
- Workers comp. If you have W-2 employees. State-mandated almost everywhere.
- Commercial auto. If you use a truck for jobs.
What varies by state
- Florida: No statewide pressure washing license, but local jurisdictions (Miami-Dade, Broward) require occupational licenses. Soft washing roofs may trigger roofing license requirements above scope thresholds.
- California: CSLB requires a contractor's license for any single job above $500. This catches almost every cleaning job. The C-61/D-38 "Sand and Water Blasting" sub-classification covers pressure washing.
- Oregon and Nevada: Require general contractor or occupational licenses above revenue thresholds.
- Most other states: No specific trade license required for residential exterior cleaning. Business registration + insurance only.
Roof washing exceptions
Roof soft washing is the gray area. In most states it's treated as cleaning, not roofing, because no structural modification happens. A handful of states interpret "work performed on a roof" broadly enough that a roofing contractor sub-license may be required:
- Florida: CILB has gone back and forth on whether soft washing requires a roofing license. Currently most operators run under the cleaning interpretation — but if you're scaling in FL, get an attorney opinion.
- North Carolina: Limited license rules can trigger above $30K project scope.
- Texas: No state roofing license at all, so soft washing is unambiguously cleaning.
Chemical handling
Sodium hypochlorite (SH, pool-grade bleach) is the standard soft-wash chemistry. At residential concentrations and typical single-truck volumes, no federal license is required to use or store it. The thresholds:
- DOT hazmat: Transporting more than 1,000 lb of SH triggers DOT placarding and hazmat endorsement on the CDL. Single-truck residential ops don't hit this.
- SARA Title III: Storing more than 500 gallons triggers community right-to-know reporting in most states. Again, single-truck ops don't hit this.
- Stormwater: Municipal rules may prohibit pumping rinse into storm drains. Reclaim or divert to landscaped soak areas where required.
Insurance baseline
- $1M general liability: The floor. Don't go below.
- $2M general liability: Required by most HOAs and commercial accounts.
- $1M umbrella: Add once revenue crosses $250K. Cheap insurance against ladder accidents and chemical drift damage.
- Equipment / inland marine: Covers stolen or damaged pressure washers and soft-wash pumps. $20-$40/month for $20K of equipment.
Bonding
Most states don't require a bond for residential cleaning operators. Commercial accounts and HOAs sometimes do — typically a $10K-$25K performance bond. Add only when a specific account requires it; don't carry a bond preemptively.
